How come the last 7 "immigration reforms" (amnesty) didn't solve the immigration problem?

The issue has never been Immigrants, most of whom came through ellis island and were documented or sent back if they sneezed...The issue is solely Illegal immigration...until you see it clearly you cannot possibly suggest a solution. I consider the wine bottle scenario...if you tip over a bottle of wine what is the first thing you do...Pick up the bottle? or clean up the spill? Until we pick up the bottle on illegal access...the spill will be impossible to address.
