Understanding glucose levels in urine?

My husband who is 47 just went for his DOT medical exam. The doctor at Occupational health said he had a +2 glucose in his urine. My husband went to our primary physician who did an A1C level, fasting blood glucose level and an estimated average glucose level. Everything came back in normal ranges A1c was 5.7, fasting glucose was 71 and estimated average glucose was 117. Our primary said he was not diabetic. However the first doctor is insisting my husband is. Who do we listen to?
