Im I wasting my money to hire a lawyer to withdraw a plea?

my nephew is in jail for 3months now. He was charged with Retaliation and evading....signed a plea for 12 mts state jail and 4 yrs TDC...we feel this is a lot of time sent to prison for these charges.
